Drug Testing

I recently raised an issue with the employer about the drug testing program, asserting that it was not being administered in a manner consistent with an agreement reached some time ago. Firefighter participation in the drug testing program is required by regulation, but the Firefighter selection process for being drug tested is supposed to be random. 

Up to now, each Firefighter had a 33% chance of being selected for testing on any given work day. The computer program had been set up to use each Battalion as a separate pool of candidates. When a date was selected for collecting urine samples, everyone working that day in the chosen Battalion was tested. The Local felt that the selection method used by the employer was anything but random.

The Employer has agreed that testing in the future shall be done in the following manner:

  • The computer will generate a date for testing
  • The computer will then generate a "pool" for testing
  • Fire department pools will be broken down by fire station (10 pools instead of the current 3)
  • Each Firefighter at that station will be tested, Testing may include both the off-going shift and the oncoming shift when each is on duty.

These steps will add more randomness to the current process and will address any concerns about targeted testing.
